Harry Potter was not only filmed in studios. There are many places around London and other parts of the UK used as locations. I am from London and have walked around some of the Harry Potter sites many times without ever being conscious of them as “Harry Potter sites”. Recently I took a Harry Potter walking tour that went to Whitehall. We stopped at a street corner in the heart of the UK’s government district. It seemed “ordinary” enough, but imagine there is a telephone box there and you have the street entrance to the Ministry of Magic. My trips to Whitehall will never be quite the same again. This is what the Japanese government means when it talks about contents giving “narrative quality” to a place.
